Missing benefits are all benefits of a project (transmission or storage), which may be taken into account in its direct assessment according to the scope of the TYNDP but are not captured by the current 2nd CBA guideline or that are not adequately implemented in TYNDP2018.

As a necessary condition a missing benefit does not overlap with the benefits already covered by the present CBA and this condition needs to be proved and justified. The missing benefits are collected according the process defined in the ENTSO-E document: Guideline on the declaration of “Missing benefits” and “declared values of CBA indicators” in the TYNDP 2018, shared with all promoters of the TYNDP 2018.
